PROBLEM TO BE SOLVED: To provide a circularly polarized wave antenna which has a wide band while made low in posture. SOLUTION: An antenna element 10 is arranged above a grounded base 1 which is sufficiently wider than the area thereof. The base 1 has a plurality of rectangular reflecting conductors 14, 14, ..., formed in a matrix on a surface including a position opposed to the antenna element 10 to have different reflection phases along an X axis and a Y axis with lengths of different sides, thereby imparting perturbations different with the directions to a radiation wave of the antenna element 10. The antenna element 10 is formed in a rectangular shape and arranged obliquely at 45°to an array of the reflecting conductors 14, 14, ..., and notches 10a, 10a are formed in corners thereof on a diagonal along long sides of the reflecting conductors 14, 14.
