The present invention relates to a water-soluble and rust-resistant paint composition, and more particularly, to paint including a mixture of a polychlorovinylidene copolymer as an organic binder used as a highly protective layer against oxygen and moisture, and an inorganic nanobinder having strong physical properties and excellent adhesiveness to various metals, wherein the paint has significantly improved rust resistance and water resistance as compared to the water-soluble and rust-resistant paint of the prior art, has excellent durability due to the improved paint film hardness and scratch resistance thereof, and is very environmentally friendly due to the minimal use of volatile organic compounds thereof.
