COMPRESSION METHOD AND COMPRESSION APPARATUS OF MOVING PICTURE

PROBLEM TO BE SOLVED: To compress an image having a high importance degree after reducing a data amount without a mistake by determining a normal action and an abnormal action after performing objective analysis about a video scene in video monitoring or in recording and reproducing a prolonged video.

SOLUTION: An action which frequently appears on an image is learned by three dimensional high order local autocorrelation, then a compression rate is gradually changed in response to the importance degree of a scene by calculating a degree of deviation therefrom as an importance degree. For example, a reduction effect of data amount is improved by lowering a frame rate as the importance degree is lowered.
