A digital broadcast receiver, in which any of internal applications including child-locked applications and a download application downloaded from a broadcast station can operate at the same time, comprises: a download application holding unit for managing the download application; an internal application managing unit for performing an activation and a key delivery control; a download application managing unit for performing an activation and a key delivery control; a data managing unit for managing PIN information used to cancel a child lock and a parental information data used to activate the child lock; a station selecting unit for station-selecting target services on the basis of service station-selection requests from the internal application managing unit and from the download application managing unit; a key delivery mode managing unit for managing a current mode of operation, which is one of a mode 1 in which only the internal application operates and a mode 2 in which the download application operates; and a key delivering unit for delivering an input key code received from a remote controller to the internal application managing unit or to the download application managing unit. The key delivering unit is operative to deliver the key code received from the remote controller to the download application managing unit when the key code is related to a station selection by the download application.
