<p><P>PROBLEM TO BE SOLVED: To print adverse side information and reverse side information on an adverse side and a reverse side of an IC card, write the adverse side information, reverse side information and ID information in an IC chip, and readily and efficiently issue information which cannot be printed on the reverse side of the IC card among the reverse side information as an additional information label. <P>SOLUTION: The adverse side information and reverse side information are transmitted from a database 12 to an adverse and reverse side information output part 14 based on the ID information of each person, and face image information is transmitted from a face image information generating part 13 to the adverse and reverse side information output part 14 based on the ID information. Based on the adverse side information, reverse side information, ID information and face image information transmitted from the adverse and reverse side information output part 14, the adverse side information, ID information and face image information are printed on the adverse side of the IC card and the reverse side information is printed on the reverse side by a printer 15 with an IC card writing function. Further, the adverse side information, reverse side information and ID information are written in the IC chip.
