PROBLEM TO BE SOLVED: To comprehensively control accurate time management and time certification.

SOLUTION: The time management device performing certification and management using a standard time as a reference on information obtained from a target includes: a time calibration means performing calibration in predetermined timing on previously accumulated time information; a time information acquisition means acquiring time information by an incoming call from a telephone apparatus carried by the target; a time information certification means certifying that no change occurs from the time of the incoming call from the telephone apparatus on the time information obtained by the time information acquisition means and additional information matching the time information; and an accumulation means accumulating information certified by the time information certification means.
