PROBLEM TO BE SOLVED: To provide a pump device which can eliminate a need of newly installing a driving member for driving a valve function, can simplify a structure, has therein the valve function, and is compact and inexpensive. SOLUTION: In the pump device, an electric motor 8 rotates a drive shaft 7 via a first one-way clutch 41 in a first rotational direction X1, to thereby drive and rotate a rotor 6. This allows the pump device to function as an ordinary pump. The electric motor 8 rotates and displaces the drive shaft 7 via a second one-way clutch 42 in a second rotational direction X2 in a predetermined amount, to thereby rotate and displace a port block 4. Thus, a suction opening 29 and a discharge opening 30 of the port block 4 are respectively switched between a first state of communicating with one pair (a first suction opening 31 and a first discharge opening 32) in the casing 3 and a second state of communicating with the other pair (a second suction opening and a second discharge opening) in the casing 3.
