PROBLEM TO BE SOLVED: To provide a side part heater circumferentially spaced on the outer circumferential side of the underground tank for storing low-temperature liquefied gas to the control position of a frost line formed around an underground tank with a function for controlling the position of the frost line in a specific depth even in the case that the distance from an underground tank side wall to the frost line in a depth direction is irregular. SOLUTION: A filled pipe 4 in which a liquid 5 for transferring heat of a heater liquid to the ground is filled is arranged around an inner pipe 2 into which the heater liquid is flowed and an outer pipe 3 of the side part heater 1. The outer pipe 3 for circulating the heater liquid in the inner pipe 2 is positioned at the outer circumference of the inner pipe 2. A feed pipe 6 for feeding gas for discharging the liquid 5 filled in the filled pipe 4 and a discharge pipe 7 for discharging the liquid 5 are connected with parts of the filled pipe 4 so that the filled pipe 4 becomes switchable between a liquid-filled state and a liquid-discharged state.
