PROBLEM TO BE SOLVED: To fill breakable rod-like items without breaking them and to prevent defective filling such as the items fall while they are filled or the items are vertically piled in a container in filling the aggregate of the rod-like items in a container. SOLUTION: This filling apparatus comprises a beaked guide 17 which moves up and down between a lower filling position where its tip end is inserted in a bag opening and an upper waiting position, the first trough member 27, the second trough member 28, a tubular guide 16 which moves up and down with the guide 17, a bucket 15 whose bottom wall 22 is openable/closable and which moves up and down, and a supply conveyer 14. The member 28 moves between a horizontal position for receiving the aggregate 21A of the rod-like items and a perpendicular position for supplying the items to the guide 17. When the member 28 reaches the perpendicular position, its receding side 28A faces toward the receding side 27A of the member 27 for structuring a tubular space internally.
