The vehicle device is configured to communicate with a control network and at least one carrier. The server is configured to communicate with the control network and the at least one carrier, is configured to communicate command information with the vehicle device using the control network, and is configured to separately communicate information of interest with the vehicle device using the at least one carrier in accordance with the communicated command information communicated over the control network.
