PROBLEM TO BE SOLVED: To provide a high-frequency device which can significantly change transmission characteristics or radiation characteristics, using a simplified and compact configuration. SOLUTION: The high-frequency device 100 consists of a dielectric substrate 10, a grounding plate 20 that is made of a conductor and is provided on back side of the dielectric substrate 10, a CRLH line 21-1 provided on front side of the dielectric substrate 10, a rotatable dielectric body 30-1 consisting of a cylindrical dielectric body, a motor 40, a driving shaft 41 for transferring rotation of the motor to the rotatable dielectric body 30-1, a driving shaft 42 rotating along with the rotatable dielectric body 30-1, and a bearing 43. The CRLH line 21-1 has a transmission direction in an x-axis direction. The cylindrical rotatable dielectric body 30-1 has a radius of 2.6λ<SB>0</SB>and has a rotation axis C<SB>R</SB>, at a position at a distance from the center axis C<SB>D</SB>of the rotatable dielectric body by a distance of 0.026λ<SB>0</SB>in parallel. By rotatively controlling the rotatable dielectric body 30-1 about the rotation axis C<SB>R</SB>using the motor 40, a transmission phase of the CRLH line 21-1 can be controlled, and the high-frequency device 100 can be used as a variable phase shifter.
