PROBLEM TO BE SOLVED: To provide an image area division apparatus for improving the accuracy of division by dividing similar image areas without being influenced by a pixel value of an individual pixel. SOLUTION: The image area division apparatus includes: a color system conversion part 204 for converting a pixel value of an input image in an RGB color system into a color system of hue, saturation and brightness and dividing the converted color system space into K basic color areas; a division part 205 for performing processing for dividing the input image into partial areas and processing for merging continuous areas having the same basic color in respective hierarchized partial areas as the same area and dividing the same area into image areas; hierarchical structurization part 206 for hierarchically structurizing the divided partial areas by the arbitrarily set number of area units; a color difference calculation part 207 for determining a basic color belonging to each area; a histogram calculation part 208; a basic color determination part 209; and a color reduction processing part 210 for performing processing for creating a color reduction image by filling each partial area with the basic color determined by the basic color determination part 209.
