<P>PROBLEM TO BE SOLVED: To provide: a conductive roller which has excellent flexibility that is substantially uniform over the circumferential surface and serves as a transfer roller, for example, while preventing unevenness and the like in an image formed on a surface of a paper sheet especially at a low temperature; and an electrophotographic device including the conductive roller as a transfer roller. <P>SOLUTION: The conductive roller 1 is provided with a plurality of ridges 7 and grooves 8 different in height h by 100 μm or more and in pitch w by 800 μm or less on the outer surface 6 of the roller body 2, and a plurality of hollows 9 and 10 of which area proportions are 10 to 80% in the body 2.
