A filled and sealed gelatine capsule 11 is made by filling the capsule body 15 with a dry powdered material 13 to a level just below its open end 18, placing a measured amount of molten gelatine over the open end in contact with the dry material and allowing it to solidify to form a closure 17. In solidifying, the closure 17 fuses with the end 18 of the body 15 and shrinks, drawing the end 18 inwardly. The dry material 13 may be compacted in the capsule by vibration or tamping. The molten gelatine is measured by a valve similar to a hypodermic syringe.
