PROBLEM TO BE SOLVED: To improve a throughput of a self cell and surrounding cells.

SOLUTION: A CIR measurement portion 307 measures the CIR (Carrier to Interference Ratio) on the whole subcarriers. A block selection portion 308 makes a determination of threshold on the CIR measured result, based on threshold information corresponding to an amount of traffic of a self cell and surrounding cells. A CIR averaging portion 309 averages CIRs of usable blocks. A CQI production portion 310 produces the CQI based on the average of the CIR. The produced CQI and selected block number are informed to a base station device.
