<p><P>PROBLEM TO BE SOLVED: To efficiently control packet discarding with respect to a plurality of queues. <P>SOLUTION: A packet repeater 1 has: a plurality of queues 1a, 1b, 1c; a congestion detecting part 1d; a distributing part 1e; and a discarding part 1f. The queues 1a, 1b, 1c store packets waiting transmission. The congestion detecting part 1d detects the congestion states of the queues 1a, 1b, 1c, and selects one or more queues, on the basis of the congestion states. The distributing part 1e separates the packets to the selected one or more queues from a series of packets before being stored in the queues 1a, 1b, 1c.
