PROBLEM TO BE SOLVED: To provide a paper feeding cassette capable of always making the uppermost part of sheets loaded on the paper feeding cassette in contact with a pick-up roller (sheet feeding means) at a defined pressure in a constitution using a simple lift motor and the like, and an image forming device having the same. SOLUTION: After a preset stop stand-by time has elapsed from when an arrival of the uppermost part of the sheets of the paper feeding cassette to a defined position is detected, energization to a lift motor is stopped. A stop stand-by time is set according to a loading amount of the sheets of the paper feeding cassette. Concretely, in order to stop the uppermost part of the sheets of the paper feeding cassette always at the same position, the larger loading amount of the sheets of the paper feeding cassette, the longer a stop stand-by time is set, and the smaller loading amount of the sheets of the paper feeding cassette, the shorter a stop stand-by time is set.
