PURPOSE: A worm gear manufacturing device and a manufacturing method using the same are provided to reduce defect rate, since a minute crack between a gear cutter and a gear boss is prevented by rapid cooling of molten metal. CONSTITUTION: A method of manufacturing a worm gear comprises following steps. A gear boss(100) and a mold are prepared to manufacture a worm gear. The side of the gear boss is separated from the inner side of a mold area of the mold. The molten metal is inserted into the mold area between the gear boss and the side. As molten metal is frozen, a gear cutter plate(210) is formed on the side of the gear boss to manufacture a gear cutter. The gear cutter plate is processed, so the gear cutter is formed.
