PURPOSE: A moving-image capturing apparatus and a moving-image capturing method are provided to prevent a traffic accident by photographing peripheral circumstances near a moving vehicle in video image. CONSTITUTION: A camera module(100) photographs an image near a moving vehicle by being installed at a personal portable terminal, and a sub storage unit temporally the video image photographed by the camera module. A control unit deletes the video image of the sub storage unit which is previously stored in order to ensure a storage space in the sub storage unit. A main storage unit stores the video image of the sub storage unit after the photographing operation is stopped.
