PURPOSE: An apparatus for diagnosing the safety of a tunnel is provided to facilitate the replacement in case of deformation of or damage to optical fibers, since the optical fibers are easily inserted into and extracted from a fixture using a fixing tool. CONSTITUTION: An apparatus for diagnosing the safety of a tunnel comprises a fixture(110), an optical fiber module, a module for transmitting and receiving optic signals, a controller, a control box, a first cover(160), and a second cover(170). The fixtures are arranged in the width direction of a tunnel lining. The optical fiber module is installed in the fixture. The module for transmitting and receiving optic signals is installed in the bottom of the tunnel lining. The control box is installed inside a transmitting and receiving module. The controller is installed inside the control box. The controller measures the deformation and fatigue of the optical fiber module by comparing signals from the module for transmitting and receiving optic signals with a standard value. The first cover is installed outside the optical fiber module. The second cover is installed outside the transmitting and receiving module.
