PROBLEM TO BE SOLVED: To provide a membrane electrode assembly for a fuel cell capable of suppressing degradation of battery performance by suppressing contamination with Ru that elutes from PtRu based catalyst contained in an anode catalyst layer, and a fuel cell system containing the same. SOLUTION: The membrane electrode assembly for a fuel cell includes an anode catalyst layer, a cathode catalyst layer, and proton conductive film arranged between the anode catalyst layer and the cathode catalyst layer. The assembly contains a specific PtRu based catalyst in the anode catalyst layer and a complexing agent containing ligand for forming chelate with Ru ion coordinated at least in the anode catalyst layer.
