A wireless communication system (100) comprises a plurality of mobile stations (30, 40), a macro base station (10) and a femtocell base station (20) that is communicatively connected with registered mobile stations. The femtocell base station (20) includes: a handover executing unit (25) that, if the communication quality of a received signal received from a mobile terminal that is not a registered mobile station satisfies a predetermined requirement and further if the femtocell base station (20) is currently in communicative connection with another mobile station, then hands over the communicative connection of the other mobile station to the macro base station (10); and a transmission power control unit (26) that, if the femtocell base station (20) receives a received signal from a mobile station that is not a registered mobile station and further if the femtocell base station (20) is not currently in communicative connection with any other mobile station, then suppresses the power of a transport signal to be transmitted to the mobile station.
