PROBLEM TO BE SOLVED: To provide an analog/digital hybrid phase shifter which is required to a phased array antenna and is small, thin, multifunctional and inexpensive. SOLUTION: The phase shifter includes: a first phase shift circuit which includes a first signal path switching means formed in a dielectric laminated substrate or on the surface thereof and two or more signal paths to be switched by the first signal path switching means and includes a signal path branched from at least one among the two or more signal paths to be switched by the first signal path switching means, wherein the branched signal path is electrically connected to a reactance element on the surface of the dielectric laminated substrate through a via; and a second phase shift circuit which includes a second signal path switching means formed in the dielectric laminated substrate or on the surface thereof, and two or more signal paths which are switched by the second signal path switching means and formed by electrically connecting signal paths each formed on two or more different layers in the dielectric laminated substrate through an inter-layer via.
