A radio communication system includes a distribution device which distributes broadcast data or multicast data, and a radio base station. The radio base station 11 has a saving unit that saves broadcast data or multicast data received from a distribution device; and a distribution unit that repeatedly distributes the saved broadcast data or multicast data to a mobile station at a predetermined distribution timing (FIG. 1).
