PROBLEM TO BE SOLVED: To provide a lens barrel where strength reduction is avoided while miniaturization and thinning are maintained, and to provide a photographing apparatus having such a lens barrel. SOLUTION: The outside of a cam cylinder 140 having a second cam follower pin 1422 on its outer surface 142 has a first moving cylinder 190 having a cam groove 1911 with which a second cam follower pin 1422 fits in its inner surface 191. The inside of the cam cylinder 140 having cam grooves 1411 and 1412 in its inner surface 141 has a third-group lens frame 150 having a cam follower pin 1521 fitting with one cam groove 1411, of the cam grooves 1411 and 1412, on its outer surface 152, and a second-group lens frame 160 having a cam follower pin 1621 fitting with the other cam groove 1412, of the cam grooves 1411 and 1412, on its outer surface 162.
