Provided is an aqueous coating liquid for an electrode plate, for forming a coating film layer on an electrode plate in an electrical storage device. The degree of saponification of the provided aqueous coating liquid in an aqueous medium containing water, a polar solvent, is at least 40%. The provided aqueous coating liquid contains: at least one species selected from among unmodified and modified polyvinyl alcohols and unmodified and modified ethylene vinyl alcohol copolymers; an electrically conductive material; and a specific polybasic acid or an acid anhydride thereof. For each 1 mass part of the electrically conductive material, the aqueous coating liquid contains 0.1 to 3 mass parts of a resin binder and 0.01 to 6 mass parts of polybasic acids. The solid content of the aqueous coating liquid is between 0.02 and 40 mass parts.
