Provided are a display panel which can easily implement a connection with an external connection component according to the type of a mount component and has a simple manufacturing process, a display device and a method for manufacturing the same. Specifically provided is a display panel in which a thin-film transistor array substrate (10) and a counter substrate (20) are disposed so as to face each other, wherein the thin-film transistor array substrate comprises a first routed line (12) routed along the outer edge of the substrate, a common transfer portion (13) formed in a position overlapping with the first routed line when the substrate surface is viewed from the normal direction, and a first terminal region (T1) in which a plurality of terminals including a terminal connected to the first routed line are formed in an end portion of the substrate, the counter substrate comprises a second routed line (22) and a second terminal region (T2) in which a plurality of terminals including a terminal connected to the second routed line are formed in an end portion of the substrate, and electricity is conducted between the first routed line and the second routed line via the common transfer portion.
