Provided is a network operation system which enables transfer of data between servers at higher throughput than before. In a group of sites having available units of network operation, when a new site has been added or an existing site has been removed, the system constructs a design for determining a set of single units of network operation for use at added or removed sitesso that at least sites transmitting or receiving data become reachable on the basis of the connection relationships between pairs of units of network operation after the addition or the removal. When the set of units of network operation can be determined in the design, the determined units of network operation are treated as new units of network operation that each site should use.
