PURPOSE: A method for allocating resources by a component carrier in a wireless communication system and a communication method of a terminal are provided to start a new communication service for wireless terminals, supply a highly reliable and inexpensive service, and efficiently using a component carrier. CONSTITUTION: A method for allocating resources by a component carrier in a wireless communication system comprises the following steps. A cell-coverage by a component coverage is set. A random access process is controlled by a set cell-coverage to first receive resources. Resources are allocated by a component carrier based on a priority(S50).
