PURPOSE: A steam turbine including a variable packing plate, and a pump seal thereof are provided to increase the operational efficiency of a steam turbine by blocking the leakage of steam using a shield. CONSTITUTION: A steam turbine including a variable packing plate comprises a body(310), a pressure groove(314) and a tooth part(316). One part of the body is inserted in a sealing groove(210) formed in a diaphragm(200). The pressure groove is formed in one side of the body. The tooth part blocks the steam flowing between a rotor(100) and the body.
