PROBLEM TO BE SOLVED: To enable a continuation of an active mode state remotely as required, without taking a synchronization between constitution devices, for a device changing from a sleep mode to an active mode at a predetermined frequency. SOLUTION: A radio operation terminal 3 designates a desired lower device (e.g. lower device 2-1) as a setting object of device information and transmits an uprising request S3 to an upper device 1. The upper device 1 receives the uprising request S3, and returns an uprising request response S4 including a communication address 0002 of the lower device 2-1 to the radio operation terminal 3. Also, the upper device 1 returns, when receiving measuring data from the lower device 2-1 after the reception of the uprising request S3, an ACK to which a reception state continuation request S7 is added to the lower device 2-1.
