PROBLEM TO BE SOLVED: To provide an information providing system and an information providing device for quickly providing different information according to traffic conditions or the like. SOLUTION: A control part 10 selects either normal graphic data (graphic data 121A) or caution graphic data (graphic data 121B) on the basis of vehicle information transmitted from a vehicle sensor 4, and transmits the selected graphic data to an optical beacon 3. For example, when the speed of the vehicle is smaller than a speed threshold (for example, 80 km/h), normal graphic data are selected, and the display part of the vehicle is made to display the character or graphic of "traveling caution" on the background graphic of a road. Also, when the speed of the vehicle is larger than the speed threshold, the caution graphic data are selected, so that the display part of the vehicle is made to display the character or graphic of the "speed caution" on the background graphic of the road.
