PROBLEM TO BE SOLVED: To efficiently remove fish scales with small electric power consumption and small water consumption without requiring an increase in the capacity of a high-pressure pump and the number of the pumps. SOLUTION: Injection nozzles 31, 33 are mounted to the oscillating parts of oscillating arms 21, 25 and are configured so as to move arcuately. As a result, one injection nozzle discharges high-pressure water over a wide area in comparison with the case where the injection nozzles 31, 33 are disposed at fixed positions and do not move.
