PROBLEM TO BE SOLVED: To provide a paste-like water-in-oil type emulsified pharmaceutical preparation for lips that is excellent in pharmaceutical stability and serviceability and free from antiseptic agents (for example, paraben-free) and gives a transparent feeling. SOLUTION: The water-in-oil type emulsified paste-like pharmaceutical preparation for lips comprises: (a) a dihydric alcohol (for example, propylene glycol, 1,3-butylene glycol or the like); (b) an oily component containing a solid or semi-solid oily component in a compounding ratio of at least 30 mass%; (c) 0.1-2.0 mass% of water; (d) a skin-restoring agent (for example, allantoin and derivatives thereof); (e) an anti-inflammatory agent (for example, glycyrrhetinic acid and derivatives thereof).
