A transmission frame generation device is provided with: a coding processing unit (210) which uses a predetermined coding routine to code upper layer information to be transmitted and generate a bit sequence of transmission data; a frame generation unit (211) which adds a sync word to the bit sequence of the transmission data and generates a transmission frame; a synchronization-use upper layer information storage unit (213) which stores synchronization-use upper layer information for causing, in a bit sequence (21) for transmission data to be coded and generated by the coding routine, the generation of a synchronization bit sequence for establishing synchronization and used together with the sync word; and an upper layer data processing unit which uses the synchronization-use upper layer information as upper layer information.
