PROBLEM TO BE SOLVED: To provide a concept for assigning a plurality of sub channels to a plurality of terminals to be synchronously designated on its address by a base station, in a communication system in which data are transmitted from the base station to a plurality of terminals. SOLUTION: A group of first sub channels out of a plurality of sub channels is assigned during a first assigning period in accordance with a first assigning strategy, and the group of the second sub channels out of a plurality of sub channels is assigned during the second assigning period in accordance with a second assigning strategy, in such manner that each terminal in a plurality of terminals has at least one assigned sub channel after the first assigning period.
