PROBLEM TO BE SOLVED: To control the valve closing timing of an intake valve in starting in to be a proper value, regardless of a temperature condition in starting, without enlarging an electric motor. SOLUTION: This control device includes an electric movable valve train 36 capable of changing the valve closing timing of the intake valve 32 with the electric motor as a driving source. The valve closing timing tinc of the intake valve 32 when starting an internal combustion engine 10, is set based on the cooling water temperature s-thw and the ethanol concentration E% of an internal combustion engine 10 when stopping operation. When the cooling water temperature s-thw of the internal combustion engine 10 when stopping operation, is lowered more than a predetermined determining value, the electric variable valve train 36 is controlled so as to become the valve closing timing tinc of the intake valve 32 set accordingly.
