PROBLEM TO BE SOLVED: To provide a curable silicone-based resin composition having fast curability and with less dullness on a surface of a cured article of the same. SOLUTION: The curable silicone-based resin composition includes 100 pts.mass of a curable silicone-based resin (A) having a crosslinkable silyl-containing functional group represented by general formula (1): -A-CH<SB>2</SB>-SiR<SP>1</SP><SB>a</SB>(OR<SP>2</SP>)<SB>3-a</SB>in the molecule; and 0.001-10 pts.mass of a boron trifluoride-based catalyst (B), wherein A represents a binding functional group wherein a hetero atom having a non-covalent electron pair is bonded to a methylene group bonded to a silicon atom contained in the crosslinkable silyl group; R<SP>1</SP>represents a 1-10C hydrocarbon group; R<SP>2</SP>represents at least one group selected from a phenyl group, a 1-6C alkyl group, 1-10C organic group such as 2-(butoxy)ethyl; and a represents 0, 1 or 2.
