PROBLEM TO BE SOLVED: To sufficiently improve light extracting efficiency while securing freedom of material selection. SOLUTION: This organic EL (Electro Luminescence) device includes a substrate 10, a first electrode 12 provided on the substrate 10, an organic EL layer 13 provided on the first electrode 12, and a light transmissive second electrode 14 provided on the organic EL layer 13. This device is structured so as to extract light by luminescence of the organic EL layer 13 from the second electrode 14 side, and has a plurality of columnar light extracting means 14p projecting in the light extracting direction rather than toward the organic EL layer 13, and having a refractive index higher than that of a surrounding medium 15.
