<P>PROBLEM TO BE SOLVED: To provide a washing apparatus which reuses washing water and rinsing water, reduces racing of rotary vanes, saves water, protect the environment by reduction of carbon dioxide and saving of water for economic operation following the Kyoto Protocol. <P>SOLUTION: The washing apparatus includes a low water level drain device for rinsing operation of washing machines 1, 20 used. Clean water and soiled water are separated and kept at a tolerable low level. Soiled water is acceleratively drained and racing of rotary vanes 10, 22 is reduced. Reuse of washing water and rinsing water is enabled to save water and protect the environment including reuse of rinsing water.
