PROBLEM TO BE SOLVED: To provide a natural energy power plant which facilitates maintenance, has high conversion efficiency of flow rate, not causes generation of excessive wind speed and water speed, and has a little burden on an ecological system and a surrounding environment like a big tree swinging in wind and large seaweed swinging in an ocean current in a process capturing natural energy as water power and wind power and analyzing the same as potential energy, kinetic energy, and pressure energy. SOLUTION: Fluid flowing in the plant is forcibly branched by a round shape guide vane 1 disposed at a center front of the plant, is led rearward to variable dual rotor blades 2, 3, accompanied by velocity change due to decompression and turbulence by Bernoulli in pressure fluctuation and water flow, and gaining relative rotary energy by centrifugal force and centripetal force. A rear part guide vane 1-b suppresses energy loss due to turbulence and pressure fluctuation at a rear part fluid discharge part and retains the rotation properties of a variable rotary blade.
