摘要 <p><P>PROBLEM TO BE SOLVED: To solve the problem that decoding becomes difficult since even a code of what data for coding is lost is not clear anymore on the decoding side resulting from buffer overflow. <P>SOLUTION: In this data coding device, a Golomb-Rice coding means 134 performs variable length coding of a conversion coefficient which is the data for coding, and stores generated codes in a coding FIFO memory 123. A code output abbreviation means 136 counts one or more numbers of continuation of codes which can not be stored in the coding FIFO memory 123 due to a lack of free space among the generated codes as a skip number.
