The device has a vibrograf (3) for evaluating technical condition of wheels and half axles. A railroad car and locomotive (1) an excess pressure pump (5), a ball retaining valve and a hydraulic cylinder are attached to wheel sets (2) for decontrolling of the damaged wheel sets.
