<p>A short message encoding method, device and system is provided. The method includes: searching a foreign language special character in a short message according to a pre-established special character table (S102); replacing the foreign language special character according to a preset replacing rule (S104); and encoding in a Global System for Mobile communication (GSM) seven encoding mode the normal character and the replaced foreign language special character which are in the short message so as to store or transmit the short message (S106). The short message encoding method, device and system can improve the code length of the short message and save the cost and expense on storing the short message.</p>
