PURPOSE: A method and an apparatus for implementing carrier wave managing procedures are provided to efficiently change carrier waves through a single carrier wave supporting terminal by considering the control of a plurality of carrier waves through common medium access control. CONSTITUTION: An AAI CM-CMD message representing the change of main carrier wave through an action code is transmitted from a base station to a terminal(S611). The terminal transmits an AAI_MSG-ACK message or a MAEH with respect to the AAI CM-CMD message through serving carrier wave(S612). The terminal implements synchronization and CDMA ranging through target carrier wave(S613). The terminal transmits an AAI_CM-IND message through the target carrier wave after an action time(S614).
