PROBLEM TO BE SOLVED: To reduce a force required when pushing down a tool in a suspended state, and to suspend and hold the tool in a desired height position. SOLUTION: This tool elevating device is equipped with: a fixed frame 2; a movable frame 3 elevating along the fixed frame 2 in a suspended and supported state of the tool 9 via a wire 6; a first cylinder 7 fixed to the fixed frame 2 to be divided into a first upper chamber 1 and a first lower chamber by a first piston slidable in the vertical direction; a second cylinder 8 fixed to the movable frame 3 to be divided into a second upper chamber and a second lower chamber communicated with the atmosphere by a second piston integrally connected to the first piston; a first air pressure supply means for selectively supplying air pressure to the first upper chamber or the first lower chamber; a second air pressure supply means for supplying fixed air pressure to the second upper chamber; and an air pressure exhausting means for exhausting the air pressure of the second upper chamber as the pressure of the second upper chamber becomes higher than the fixed air pressure.
