PROBLEM TO BE SOLVED: To provide a base material with a transparent conductive film capable of forming a transparent conductive film containing metal nanowires at low haze. SOLUTION: The transparent conductive film 2 containing metal nanowires 3 and carbon nano fillers 4 is formed on a surface of a transparent base material 1. The carbon nano fillers 4 are distributed unevenly on the surface part of the transparent conductive film 2. By making light incident into the transparent conductive film 2 absorbed by the carbon fillers 4 unevenly distributed on the surface part, light reaching the metal nanowires 3 in the transparent conductive film 2 is lessened to reduce haze due to dispersion of light at the metal nanowires 3.
