PURPOSE: A deblocking filtering apparatus of image data, a method thereof, and an image decoding apparatus and method using the same are provided to selectively apply deblocking filtering according to a CBP parameter value and/or perform the application of a skip mode. CONSTITUTION: A deblocking filtering apparatus includes a parameter extraction unit(203), a determination unit(205) and a filter unit(207). The parameter extraction unit extracts the parameter information for plural unit blocks of a macro block from an inputted present frame. Based on the extracted parameter information, the determination unit determines deblocking filtering. According to the determination result, the filter unit performs the deblocking filtering for the macro block.
