PROBLEM TO BE SOLVED: To provide a plated steel sheet which has been subjected to Cr-free chemical conversion treatment, has high corrosion resistance and also is excellent in appearance. SOLUTION: The method for manufacturing the chemical-conversion-treated steel sheet, which includes using a zinc-plated steel sheet or a zinc-alloy-plated steel sheet as a substrate, and subjecting the substrate to the steps of: applying a chemical conversion treatment liquid containing a salt of a valve metal and a fluoride ion to the substrate; and heating and drying the applied film of the chemical conversion treatment liquid with near-infrared irradiation to form the chemical conversion film containing an oxide or a hydroxide of the valve metal and a fluoride of the valve metal.
