PROBLEM TO BE SOLVED: To dissolve and treat asbestos by immersing an asbestos-containing-scrap-material into a mixed acid solution using a mixed acid of a vegetable organic acid and orthophosphoric acid for forming amorphous non-asbestos from fibrous needle crystal substance of asbestos in the asbestos-containing-scrap-material. SOLUTION: For dissolving and treating asbestos in the asbestos-containing-scrap-material, the fibrous needle crystal of asbestos can be cut and dissolved by adding sodium hypochlorite (antiformin) as an oxidizing agent, a vegetable-skin-juice-liquid-composition containing natural-component-mineral-ions, ultrafine particle titanium dioxide and potash alum into a mixed acid of a vegetable organic acid and orthophosphoric acid.
